Mott MacDonald is seeking a Deputy Program Manager to join a large rail program in Boston, MA. This would be a leadership role on the PMCM team supporting the delivery of a diverse portfolio of projects that represent a capital investment of over $5B, strategically aligned to modernize the oldest subway in America. Projects are in various stages including planning, studies, concept development, design and construction.

This position is specifically located at our downtown project office, working directly with the client in a dynamic environment. As a Deputy Program Manager, you will be responsible to assist the Program Manager in execution of all team tasks and related resourcing. Provide hands-on execution of work production and coordination between functional and project teams, ensuring excellence and consistency for client deliverables. Monitor team performance and lead the production of various reporting and communications to the client, stakeholders and oversight. Support the client as needed. Provide on-site coverage and leadership while the Program Manager is off site, including assuming the role as primary point of contact with the client.
Responsibilities may include:

  • Planning, organizing, coordinating, and working with technical and management groups in the delivery of a range of transportation projects that align to larger program strategy.
  • Managing project staff and subconsultants to keep projects on budget and schedule and within agreed upon scope.
  • Supervise the development of and compliance with program processes and procedures.
  • Managing logistics related to a project office, resources and related team needs.
  • Developing and presenting deliverables to clients for status, updates, recommendations, and reporting to a political board, sub-committees or public.
  • Lead weekly senior management meetings.
  • Managing contracts, including reporting, invoicing, development of task orders and change orders/amendments.
  • Working with the Resident Engineer in support of design work.
  • May need to take on Design Manager or Lead Engineer roles on large projects.
  • Establishment and execution of plans for account management and business development.
  • Managing, coordinating, and developing client proposals and interviews.
  • Participating in the establishment of short- and long-term plans for the transportation sector.
  • Through your project efforts and involvement in industry activities, developing and maintaining client relationships to help grow the business.
  • Actively participating in and supporting internal and external development and training activities.
    Candidates are required to have at least 15 years of progressive experience in managing teams either in major municipal infrastructure projects through permitting, construction, and close-out or in transportation operations. Candidates are required to possess the following:
    • Minimum 15 years of project management experience.
    • Education background in Engineering.
    • Effective oral and written communication skills.
    • Work experience in project planning and development.
    • Ability to independently manage all aspects of a project.
    • Ability to develop and control project scope.
    • Ability to develop and maintain project budgets.
    • Ability to develop and review project schedules.
    • Ability to develop and use data management tools with analytic reporting.
    • Ability to adapt and respond effectively to project issues and challenges.
    • Ability to set and manage project expectations and team culture.
    • Ability to effectively facilitate project team and client meetings.
    • Skilled in reviewing and coordinating the preparation of construction documents.
    • Ability to effectively monitor and coordinate construction activities with the various project stakeholders.
    • Must be knowledgeable in CEQA/NEPA.
    • Ability to effectively negotiate and prepare change orders.
    • Proficiency in MS Word, Excel, PowerPoint and Teams.
    • Proven history of winning transportation projects greater than $5M in revenue.
